HAIDER OMER HAYAT

Mr. Haider Omar Hayat is an accomplished lawyer based in Islamabad, recognized for his expertise in civil, corporate, and constitutional law. A graduate of BPP University in London with an LL.B. (Hons.), Mr. Hayat has distinguished himself by representing high-profile cases and structuring major corporate transactions for both private and state institutions. His legal practice spans a wide spectrum, from strategic litigation in Pakistan’s superior courts to complex advisory roles on national and international corporate matters.
As an Associate Partner at SR-Law, Mr. Haider Omar Hayat played a pivotal role in advancing the firm’s
reputation through his expertise in constitutional litigation, legislative drafting, and corporate advisory. Working alongside Mr. Saad Rasool, he managed high-stakes cases in the High Courts and appeared frequently before specialized tribunals, including the Competition Commission, Accountability Courts, Banking Courts, and FIA Courts. Mr. Hayat’s contributions span various legal domains:
• Litigation: Mr. Hayat has represented a wide range of governmental and private entities in significant cases involving service, land, and tax matters. His clients include major national bodies such as the Defence Housing Authority (DHA), Pakistan Electronic Media Regulatory Authority (PEMRA), National Logistics Corporation, and Army Welfare Trust. In these cases, he has argued on issues such as land acquisition, tax liabilities, and constitutional challenges, solidifying his reputation as a skilled litigator in the fields of civil and administrative law.
• Legislative Drafting: A seasoned legislative drafter, Mr. Hayat has authored and contributed to several impactful legal instruments. Notably, he drafted amendments for the DHA Islamabad Amendment Act, Board of Investment Amendment Act, and Cantonment Amendment Act. His expertise extends to

• Corporate and Transactional Advisory: Mr. Hayat advises on corporate restructuring, mergers,

entities like Nextex Systems Inc., NLC Construction Solutions, and EnshaaNLC Developments. He has
advised National University of Science and Technology (NUST) on achieving financial autonomy and
supported the Armored Corps Housing Society in recovery of misappropriated assets. Additionally, Mr.
Hayat has led legal advisory for Army Public Schools and Colleges, ensuring regulatory compliance and

• Tourism and National Development Initiatives: As corporate advisor to Green Tourism Pvt. Ltd.
(GTPL)—a Pakistan Army initiative to bolster tourism and attract foreign direct investment—Mr. Hayat

bodies across provinces. He has played a critical role in proposing amendments to the Azad Jammu and
Kashmir’s Tourism Promotion Act and has been integral in establishing operational agreements with
private sector partners to enhance tourism infrastructure.
• Water Resource Management and Infrastructure: In a major national development effort, Mr.
Hayat provided extensive legal advisory for Diamer-Bhasha Development Company and Indus River
System Authority (IRSA). His research and advisory role in IRSA contributed to a comprehensive
framework for water resource management, aiming to resolve long-standing water disputes within
Pakistan.

Before joining SR-Law, Mr. Hayat held an associate position at Legal Oracles, where he advised leading national and international corporations on compliance and commercial strategy. He also served as a key member at the Research Society of International Law, contributing to high-stakes cases and research on significant legal issues, including the Reko Diq mining case, matters involving the Marshall Islands, and the Kulbhushan Jadhav case. Mr. Hayat’s career is further marked by his international experience. At Pitmans LLP in the United Kingdom, he honed his skills in regulatory compliance and dispute resolution, working on corporate and real estate matters. Subsequently, he joined Cohen Amir-Aslani in Paris, one of France’s top five ranked law firms, where he worked under the guidance of the eminent Mr. Ardavan Amir-Aslani. In this role, he managed high-stakes corporate cases and acted as a liaison with the Embassy of Pakistan, enhancing his expertise in cross-border legal matters and global regulatory standards.
